Under section 40 of the Natural Environment and Rural Communities Act 2006 Local Planning
Authorities are required to conserve biodiversity. The NPPF section 170 states the requirement
for ³PLQLPLVLQJ LPSDFWV RQ DQG SURYLGLQJ QHW JDLQV IRU ELRGLYHUVLW\´. Suitable methods for
calculating biodiversity net gain can include the Defra biodiversity offsetting metric13 and the
environment bank biodiversity impact calculator14. Natural England would expect a policy within
the Neighbourhood Plan to include wording to ensure that net biodiversity gain is achieved.
