environment, is a matter of profound concern. Its approach
can only serve to galvanise those who believe there is
something inherently undemocratic about the Community
legal order and its institutions, premised on fundamental
lack of legal accountability. That type of concern drives
                      people in a particular direction.
There is a strong connection between our conceptions
of a democratic order and the protection of the
environment. There is a great need for institutions like
the European Court of Justice to revisit the notion of
environmental rights, and to ensure that there is proper
                      enforcement of environmental rights.
